Abstract

Acidents in the highway sistems involving the transportation of dangerous and tox:ics loads due to reducing devices of velocity installed without the assessment of environmental risks lead to waste of efforts, and only corretive actions are left to CETESB'S technicians when these situations are facei On the other hand, avoidable situations regarding sanitary measures related to the population, and the preservation of fauna and flora can be easily taken. The preventive actions to protect such interests, depend on the changes of Laws and Regulations. This paper has the purpose of establishing a clear jurisdiction among the involved institutions, in arder to solve the daily problems.
